Minutes: General Membership meeting May 1, 2009.

Installation of Officers for 2009-10

The meeting was called to order by out-going President Steakley at 1102.  

Visitors or VIPs of mention: None.

CONDUCTED OPENING CEREMONIES.

Fourteen members and two associate members present.

STANDING COMMITTEE REPORTS:

Canteen Manager: Bill Moran.  Good month; over P40K on hand.

Patriotism & Americanism: NTR

Hospital & Welfare:  Alvarez announced that a funeral for USN retired (non-FRA) Joe Hill
on May 3, 2009. He also announced that shipmate Mike Trimble and USAF veteran Jim
Billman are in the hospital.

Youth activities: NTR but Butch Echivere is present to discuss his ideas with anyone
interested after the meeting.

Retired Affairs: Good US embassy outreach on April 17, 2009. VA town-hall meetings at
VFW11447 and American Legion Post 4; see flyers or FRA367.org for more information.
US embassy recommends ALL Americans living in Philippines register with the embassy
in Manila.

Public Affairs:  NTR but still looking for a PAO. Secretary has filled in as the branch
photomate.
Membership: Simms: quite a few new members and four new life members over the last
month and four more to be sent in today.

Building and maintenance: NTR

Youth Activities:  Butch Echivere has agreed to submit a proposal of what he considers
as important youth activities areas to cover. Additional, shipmate Koeppen has
expressed an interest in getting the nutrition program back on track. More to follow on
these.
LAFRA: NSTR.

Treasurer’s Report: Shipmate Moore: report accepted as read. Our US $ account has
been helped by generous FRAlics 2009 donations from State-side members Al Moose,
Offie Sheard, Ron Goins, Jerry Armistead, Thomas Lord, Edward McCarthy, Frank B.  
Plumlee, Ron Carrier, Art Reimer, Phil Eisman, Lynn Miller and Robert Spitzock.  FRA367
bank account is as fat as it has been in anyone’s memory: > $7K combine US $ and PHP.

UNFINISHED AND DEFERRED BUSINESS:

1.        Mayor’s Permit still needs worked

NEW BUSINESS:

1.        Motion Alvarez second Doty to provide P1000 for the secretary’s contingency
fund. Unanimously approved without discussion
2.        BOD minutes read and discussed.
3.        Discussed carrying youth activities under Unfinished and deferred business until
we get back on track.

COMMUNICATIONS TO BE READ:  All correspondence from National and Northwest
region will be posted on the Read Board and only significant correspondence will be
read.  

OLD BUSINESS:

NTR

GOOD OF THE ORDER:

1.        Koeppen: suggested moving BOD meetings to the third Wednesday of the month
so BOD members from the Olongapo area do not have to come to San Antonio two times
in one week. * Note: held an impromptu BOD meeting after the GMM and decided to
follow Shipmate Koeppen’s recommendation. Next BOD will be 1100, May 20, 2009.
2.        Alvarez: American Legion Post 123 Angeles City Memorial Day raffle ticket books
available for P250/book.
3.        Shipmate President Phillips: BZ to all who have done a fabulous job over the last
year. Have fun at doing your volunteer job. BZ to all the paid employees and a BIG BZ to
Junior Past President Dan Steakley who has done a terrific job over the two years of his
tenure. Hope you stay engaged Dan!
4.        LAFRA: “Where is the book keeper and how do we know the employees are
getting the benefits of PhilHealth and SSS contributions?” We need to aggressively
work this and keep it under Unfinished and Deferred Business until fixed.
5.        Steakley: introduced Butch Echivere (former vice mayor, current teacher, head of
San Antonio’s sports programs, and counselor).
6.        50/50 raffle winner: Shipmate Dennis Doty (P750 to Youth Activities)
